Haiti's literacy rate of about 61% (64.3% for males and 57.3% for females) is well below the 90% average literacy rate for Latin American and Caribbean countries. Haiti faces shortages in educational supplies and qualified teachers, particularly in rural areas.

It is estimated that more than 80 percent of Haitian children currently enrolled in school are in private schools. The vast majority of Haitian families cannot afford private schooling for their children. An overwhelming number of children roam the streets of major urban areas begging or offering their services for extremely low fees. Tolycare wants to change the lives of these children by providing quality elementary education.
